The NSIPS Navy replaces the former Reserve Standard Administration, Training, and Administration. This program handles personnel data, assignments, and benefits. NSIPS not only provides payroll and HR data but also supports career changes as well as training for sailors. The system provides sailors with 24/7 access to vital information as well as remittances. The Electronic Service Record replaced paper records and has proved to be far more efficient than the previous methods of maintenance. In 2002, the ESRs of students in the first year were made available to commanders to use.

NSIPS is the electronic personnel system used by the US Navy. The NSIPS manages all USNR/USN sailors’ payrolls and personnel. Commanders can also look at financial data for their squad. NSIPS helps to keep accurate records about retirements and other personnel. In addition, it allows personnel to make changes without approval of their superiors.
The Navy uses NSIPS to oversee its personnel and payroll. It can also be utilized as a resource for training or record of career changes. Service members have access to the NSIPS database at any time. The NSIPS database differs from self-ESRs. The ESR is an online record of an individual’s employment and is accessed by command officers. The database offers a broad range of information regarding the members of a squad.
